About the Leave Transfer Program

The Voluntary Leave Transfer Program allows employees (leave donors) at Goddard and other Federal agencies to transfer accrued annual leave to other employees (leave recipients) who need such leave. The program is intended to provide income protection for Center employees who are not able to work because they are personally ill or caring for an incapacitated family member. Family Member is defined as spouse, parents thereof, children, including adopted children, and spouses thereof, parents, brothers and sisters, and spouses thereof, and any individual related by blood or affinity whose close association with the employee is the equivalent of a family relationship. Employees may also want to consider donating restored leave to a Center employee who is facing a personal or family medical emergency. Everyday, someone is affected by a medical emergency, and this emergency can have a profound effect on the person, both emotionally and financially.

The maximum leave amount an employee may donate is one half of what one accrues for the leave year. The minimum leave amount an employee may donate is 4 hours. If 30 employees each donated just 8 hours to a leave recipient, it would give that recipient 6 weeks of income that she/he would not otherwise have had. That means a great deal to someone who is facing an extended period of time without income.

All requests to enter the Voluntary Leave Transfer Program (VLTP), and to make VLTP donations, are now automated in WebTADS. Hardcopy forms are no longer accepted.

To become a VLTP recipient: First, submit an online application through WebTADS by clicking on the “Create Request to Become Leave Share Recipient” on your Leave Balances page. Next, you must provide adequate medical documentation supporting your request to your supervisor. Finally, fax your medical documentation to the NSSC HR Office at (866)779-6772. Medical documentation must indicate a medical necessity to be away from work, show the expected beginning and ending dates (which must match the dates of your request), and be signed by the physician.

To donate annual leave: Create a request by clicking on one of the three choices on your Leave Balances page in WebTADS. You may choose between “Donate Leave within NASA,” “Donate Leave outside NASA,” or “Donate Leave- Emergency Transfer Program.”
