CoverageDocuments such as the "Absence and Leave Handbook" (GHB 3630.9 9/82) have been prepared for all employees based on laws, as well as Agency and Center Regulations. Each of GSFC's three (3) unions -- the Goddard Engineers, Scientists & Technicians Association (GESTA), the Washington Area Metal Trades Council (WAMTC), and the American Federation of Government Employees (AFGE) -- has a collective bargaining agreement (CBA) with the Center. Bargaining unit employees should refer to their respective CBA for additional information about Attendance and Leave. Bargaining unit membership is defined at GSFC as follows: AFGE -- Employees represented by AFGE include: All professional scientists, engineers and mathematicians and non-supervisory wage grade and Classification Act employees of NASA Goddard Space Flight Center/Wallops Flight Facility, Wallops Island, Virginia. Excluded: Management officials, supervisors, guards, professionals, and employees described in Title 5 United States Code 7112(b)(2), (3), (4), (6) and (7) (Amendment of Certification, AFGE Local 2755, 11/30/98). GESTA -- Employees represented by GESTA include both of the following groups: All professional engineers and scientists classified in NASA Class Codes 200 and 700 employed by the National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), Greenbelt, Maryland. All technicians classified in NASA Class Code 300 employed by the National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), Greenbelt, Maryland. Excluded: All non-professional employees; Management officials; supervisors; employees described in Title 5 United States Code 7112(b)(2), (3), (4), (6) and (7); student-trainees, and temporary employees with appointments of less than 180 days.
